by inducing that body to believe that the Indians, had not really been pacified by Wayne; and that nothing but the influence of the Canadian merchants could bring them to terms or render the important interests of
relied upon a more potent method of persuasion in secret. Their enterprise was to take the form of a joint stock company, divided into forty-one shares. Five shares were allotted to Detroit partners, twelve to the remaining twenty-four were to be divided among members of
Congress to secure their votes.
