powers from the consent of the governed, " &c.; That these rights are somewhat circumscribed by the ordinance of Congress of the 13th July 1787 we readily admit, but not to the extent practiced by you; the operative words therein compelling you to adopt and publish such laws of the original States, civil and criminal, as may be necessary and best suited to the circumstances of the district.
