Michigan, and the same being also made by the said Governor and Judges pursuant to the powers given to them by the second section of the act of the Congress of the United States approved by the President of the United States on the eighth day of May one thousand seven hundred ninety-two so far as the repealing power thereby conferred is or may be applicable to this subject.
