the same shall be, shall this bill have a second reading, and if determined in the affirmative, it shall then be assigned at what time. On the second reading the bill shall be read and passed by sections but after the reading and decision on the last section, motions to amend any preceding section shall be in order, and when fully amended the question shall be, shall this bill be engrossed for the third reading? On a third reading motions to amend shall not be in order unless in a small matter
