Second. The obyious intention of the Legislature is to apply this incipient state of society the laws which societies farther advanced under the same principles of government, have found convenient and advantageous; and it is therefore consistent with the spirit of the ordinance and the acts of Congress to model the laws of a territorial government on those of an existing State.
