partial project, which injures and will reduce to Misery all the Inhabitants of the said Territory in throwing all the advantages on the side oi the Speculators, if no opposition is made thereto. After having heard the translation of the Ordinance of Congress respecting the Government of this Territory, with respect to the appointing these territorial Judges, their powers and qualifications, and after having maturately deliberated on the motive of their meeting.
