December, 1799, entitled "An Act to regulate County Levies. " Which said Commissioner shall make an estimate of the taxes necessary for each year, but not to be levied until approved by the Court of Quarter Sessions and by the Grand Jurors of said Court. We find it very lamentable to us that now a freeholder, for the smallest sum under twenty dollars, is taken by a capias as a criminal, and that execution follows immediately;
