Article 6. —That it shall have sufficient power and authority to levy and collect such taxes to be applied to the use of said town as to them shall be deemed necessary, provided always, that no taxes shall be levied by virtue of
this article in any one year that shall exceed the value of per centum
on all real and personal property, and cents on single men not having
visible property to the amount of --------dollars.
