" Can you inform the committee whether Detroit and Michigan are under the government ?"
Answer: "Detroit is not under the government; Michigan is under it. There was very little inconvenience in governing them, for the reason there was very few Europeans setted there. There were a great many just where officers of discretion were sent to regulate trade and manage the government by presents and great civilities. I do not know the settlement, of Detroit very accurately. It has been established for some time. The intendant had delegates up there; but there was very little business. The greatest concern was the management of the savages. "
