They did so after a long struggle, in which the protracted discussion gave some show of counntenance to the current rumor that Senatorial speculations in city lots had aided to prolong the struggle. But to the honor of the Senate, I now desire to bear public testimony, that neither at that day nor at any subsequent period have I found any substantial reason to credit such reports. The bill passed the Senate by a vote of twelve against eight, on the 9th of March, and received the Governor's signature and became a law on the 16th day of the same month.
