He looked upon Le Pesant, or the Bear, a chief of great power and influ-ence, as the principal offender, and was determined that he should be given up to vengeance. He had previously written to the Governor General: "My own opinion is that this attack of the Ottawas ought not to go unpunished. " In order to completely quiet these troubles, it will be necessary to put Le Pesant, and three or four others to death, and to pardon the rest. This punishment would render the chiefs of each nation more wise and circumspect, since the chiefs are always the authors of such mischief.
